Slow Growth Phase (2004–2010)

NH length barely moved — from 65,569 km in 2004–05 to 70,934 km in 2009–10, a gain of just 5,365 km over six years. NHDP Phase I–II (Golden Quadrilateral, N-S/E-W corridors) was in progress but upgradation, not network expansion, was the focus.

Big Jump in 2012–14

Network jumped from 76,817 km (2011–12) to 91,287 km (2013–14) — a gain of ~14,470 km in two years — primarily through declaration of State roads as National Highways, bringing more roads under MoRTH oversight and funding.

Bharatmala Acceleration (2014–2022)

Post-2014, the NH network expanded from 91,287 km to 1,61,350 km — a 60%+ increase driven by Bharatmala Pariyojana (34,800 km in Phase I) and continued state road declarations as NHs. Build pace rose from 12 km/day to 37 km/day by 2020–21.

Expressway Surge

Operational expressways grew from just 93 km in March 2014 to 5,110 km by 2025 — a 55x increase in 11 years. As of April 2026, India had 7,332 km of operational expressways, with another 11,128 km under construction.
